Welcome, CIT ASSIST Community of Practice Member Agencies
The CIT ASSIST Community of Practice (CoP) includes representatives of all COPS Office CIT Implementation Cohort agencies. In the CoP members-only Online Resource Center, you will have access to services, resources and guidance from program partners, subject matter experts (SMEs), and each other.
As a CoP member, you have the opportunity to participate in quarterly virtual meetings where you can share insights and experiences, seek assistance from SMEs, report on your own CIT implementation progress and lessons learned, and receive topic-specific guidance. This Online Resource Center has a secure members-only platform, serving as a virtual hub for all CIT ASSIST CoP activities throughout the initiative.
Once logged in, you will find information, announcements, resources, and member-to-member engagement opportunities. The platform also serves as the launch point for the CoP quarterly virtual meetings and the place where members can request Technical Assistance to support their unique CIT implementation needs.

Gustine is small city of just over 6,000 people located in California’s rural Central Valley. The Gustine Police Department and La Familia Central Valley (a local mental health clinic) have partnered on CIT implementation efforts with as part of the city’s Supported Crisis Communications Pilot Project. Together, they’re working with predominantly Hispanic communities to:
- Provide mental health intervention services on calls that could potentially be considered 51/50.
- Connect clients who are in crisis with community services and provide case management.
- Reduce the amount of 51/50 calls by providing mental health intervention servicesProvide crisis counselor call-takers with CIT International’s CIT Support Training.



The Gustine Police Department and La Familia Central Valley (a local mental health clinic) have partnered on CIT implementation efforts with as part of the city’s Supported Crisis Communications Pilot Project. Together, they’re working to:
- Provide mental health intervention services on calls that could potentially be considered 51/50.
- Connect clients who are in crisis with community services and provide case management.

The Anchorage Police Department will enhance their current CIT model by creating an additional Co-Response team. The newly formed team will increase public safety by expanding co-response team coverage/availability.

The Aurora Police Department will hire a licensed social worker to function as a co-responder and provide certification as a CIT Coordinator to multiple senior officers.

Bethlehem Health Bureau and Bethlehem Police Department launched the Community Connections program in an effort to better serve residents with mental health, substance use disorders and other unmet social service needs.
The funding provided by the COPS Office’s Community Policing Development: Implementing Crisis Intervention program will be utilized to expand the Community Connections program by hiring additional social workers to assist with the demand.
The City of Bethlehem plans to expand the program in order to allow for the following: more time spent co-responding out in the field immediately with the police department, offer responsive services at night and on weekends, conduct home visits with those who cannot be reached by phone and proactively work in tandem with the police department in the field to show a presence in areas experiencing homelessness, overdoses, etc.

The Burien Police Department (BPD) will implement a youth-focused co-response model: Youth Crisis & Early Diversion Navigation.
This model will create capacity for youth trauma-informed response within BPD and forge a strong organizational alliance. Together, their goal is to effectively provide youth with moment-of-crisis care, follow-up, and resources in and following a law enforcement interaction.
Throughout this process, we will focus on understanding the youth’s needs, giving youth a voice, de-escalation, navigating and mitigating crisis and trauma, and empowering youth to choose a path towards positive change in their lives.

The Fort Bend County Sheriff’s Office (FBCSO) will provide Crisis Counselor call-takers with CIT International’s CIT Support Training; augment CIT/LE-mental health co-response efforts; provide CIT Support Training for 911 for five Sheriff’s Office Dispatch Supervisors and three embedded mental health professionals; and provide Complete CIT Coordinator Training for two sworn CIT personnel.
The project will be a collaboration between FBCSO and Fort Bend County Behavioral Health Services, the Texana Center, other area mental health professionals, area mental health hospitals and hospital ERs, and other community-based agencies and service providers.

The Huntington Police Department (HPD) and its partners will establish a CIT Steering Committee consisting of representatives from law enforcement, mental health providers, advocates, and other community stakeholders.
The Steering Committee will be tasked with the following responsibilities:
- developing a 40-hour CIT training curriculum
- training patrol officers and dispatchers in crisis response
- formally certifying CIT Officers
- coordinating behavioral health referral services.

The JMU Police Department will provide one full-time mental health professional and one part-time mental health professional to assist the department as it responds to an increase in mental health calls for service across the campus community. The grant funded mental health professionals will work with the JMU Counseling Center and the Dean of Students Office to assist in the proper follow-up care.

The King County Sheriff’s Office will hire one FTE to develop a co-response departmentwide program while providing mental health services, that would incorporate a comprehensive community based best practice review of existing CIT programs, support KCSO deputies with MHP services, and develop an adaptive phased program deployment plan that would incorporate additional MHPs who would be assigned to geographic regions based on data and community identified need.
